Do You Have to Pay?
In some circumstances, you might have a legitimate reason not to pay your fine.
It’s a bit sneaky, but the last time I needed legal advice, I paid £5 for a trial to chat with an online solicitor called JustAnswer.
Not only did I save £50 on solicitor feeds, I also won my case and didn’t have to pay my £271 fine.

Why would I get a London Borough of Enfield PCN?
You’d get a Penalty Charge Notice for committing parking violations and minor traffic offences in the London Borough of Enfield.
This could include being caught doing any of the following parking infringements:
- Not paying the right fee to park in a public car park or an on-street parking bay
- Leaving a vehicle parked on single or double yellow lines
- Overstaying an allotted time on a parking meter or in a car park run by the Council
- Leaving a vehicle parked in a bay that’s reserved for Blue Badge holders
- Failing to display a ticket correctly in a car
- Leaving your vehicle parked on a Permits Only road
- Leaving a vehicle parked on the pavement
That said, you could also get a Penalty Charge Notice in Enfield for minor traffic offences committed in the Borough.
I’ve listed some of them here:
- Turning to the left or right when it’s not allowed
- Stopping a vehicle in a yellow junction box
- Driving down a no-entry street
- Performing a U-turn when it’s not permitted
- Driving in a pedestrian zone when there’s No Entry
- Not following a Keep to the Left/Right sign
- Driving in a bus lane when not allowed

Should I pay an Enfield Council PCN straight away?
No. You shouldn’t pay an Enfield Council PCN without first checking that all the fine details are correct.
Mistakes happen, which include clerical errors or mistakes with ANPR.
That said, you shouldn’t wait too long before appealing or paying a penalty charge either.
If you know the fine is deserved, and the Council issued the PCN correctly, paying the fine early means you pay half the amount.

What happens if the Council rejects my appeal?
If Enfield Council rejects your appeal, you have two options:
- Pay the fine, which will be the full amount
- Escalate your appeal to London Tribunals
If you decide to escalate your appeal to London Tribunals, you can do it online, or you can send your appeal to:
London Tribunals
PO Box 10598
Nottingham
NG6 6DR
You can only escalate your appeal to London Tribunals once you receive a Notice of Rejection from Enfield Council.
Plus, the Tribunal’s decision is final.
As such, if they side with you, the Council must cancel the penalty charge.
But, if the Tribunal rejects your appeal, you must pay the fine or face further action, which includes dealing with enforcement agents (bailiffs).
What happens if I ignore an Enfield Council PCN?
As previously mentioned, Enfield Borough Council doesn’t have to take you to court to get you to pay a PCN.
Ignoring a Penalty Charge Notice could be an expensive decision.
As soon as the 28-day deadline to pay is up, the fine increases by 50%.
Not only that, once the Council issues a Charge Certificate, you have 14 days to pay the fine, or the matter escalates even further.
The Council asks the court to issue an ‘order to pay’, which turns a parking fine into a ‘debt’ and bailiffs can enforce payment.
