How do I challenge a parking ticket in Liverpool?

You have every right to question the PCN that was granted to you by the Liverpool City Council; however, you must do so in writing and within 28 days of receiving the PCN. You can make a written appeal to the council in the form of a letter, or you can do it on the online portal on the Liverpool City Council website. 

The evidence submitted to support the grounds presented in support of your appeal will be considered by the council when making its judgement on your appeal. They have the option of accepting the appeal and subsequently cancelling it, or refusing to accept it, in which case you can take it further.

What grounds do I have to appeal my Liverpool parking ticket?

The best reason to challenge a local council parking fee is that you did not park unlawfully. You have the highest chance of winning your appeal if you can demonstrate that you parked legally. Other factors that could help your parking ticket appeal include:

  • There was no way to pay because the parking machine was broken.
  • Your vehicle had broken down
  • The parking road signs were damaged, worn, or were difficult to see.
  • When you entered your car registration number into a payment system, you made a mistake.
  • You were unable to return to your car due to an emergency.

What happens if the appeal is denied?

If you appeal a parking ticket from Liverpool Council and it is rejected, you have two choices.

1) Accept it and pay the fee

2) Take it to an independent body that will take another look at it and decide whether it should be cancelled or not.

Ignoring my parking ticket – is it a good idea?

No. 

If you do not pay your parking ticket within 28 days, you will be sent a charge certificate. This certificate doubles your fine by 50%, so if your parking penalty was £80 before, it is now £120. You have 14 days to pay the enhanced fine, or you will face judicial action. 

Liverpool City Council will also obtain a court judgement requiring you to pay. This is known as a recovery order. If you do not pay the fine at this point, the local council has the authority to engage enforcement officials, often known as bailiffs, to reclaim the money. 

The bailiffs will come to your house and demand complete payment, as well as adding their own fees on. If you are unable to pay, the bailiff may begin repossessing items to be auctioned off to repay the debt. This is a stress that no one wants or needs, so dealing with your parking ticket is essential.

Whose responsibility is it to pay a parking ticket in Liverpool?

The registered keeper of the vehicle is responsible for paying the penalty charge fee, even if they were not driving at the time. While you will almost certainly want them to pay, legally, you will be the one facing further penalties if it is not paid in time as the registered keeper. 

If the car had just been sold or bought, and the recipient of the parking ticket in Liverpool was not the owner of the car at the time, they may be exempt from paying. However, they would need to make a Liverpool parking ticket appeal with supporting evidence rather than just hoping the issue will go away by itself (it won’t!).

How much is a parking ticket in Liverpool?

The PCN may cost between fifty and seventy pounds, depending on the nature of the parking offence.

However, if the vehicle owner pays the fee within 14 days,  the penalty is reduced by half. Therefore, if you know you have been caught bang to rights not paying or parking somewhere you shouldn’t, it is in your best interests to pay up as soon as possible!
