Why might you get a Newham Council PCN?

If you commit any kind of minor parking or traffic offence, you may well find yourself with a London Borough of Newham PCN. In some cases, the penalty charge notice might be attached to your windscreen. It may also be given to you by hand by a parking attendant or civil enforcement officer, or could even be sent through the post – the issuing authority will get the registered keeper’s details from the DVLA database.

You should be sent the London Borough Newham PCN within 28 days of the alleged offence. However, it can be longer if the DVLA take a long time to respond to the council’s request for details.

Should I pay PCN Newham or appeal the Newham PCN?

I can’t tell you whether you should challenge a PCN Newham or not. That is entirely down to your own judgment and whether you think you have a strong case to fight it. You will need to ask yourself whether you have enough evidence to launch a Newham PCN appeal by using the Newham PCN web code to view Newham PCN images. 

If there is clear evidence to show that you contravened the parking regulations, drove in a bus lane or broke any other traffic rules, there is not a lot that you can do. In this case, the best thing to do is to avoid an even larger fine and potential court action and pay the penalty charge notice PCN Newham London within 14 days.

Whether you decide to pay PCN Newham Council or launch a Newham PCN appeal online, the most important thing is that you do it within the specified time frame and do not ignore it.

How much is a Newham London PCN?

For serious parking offences, it is £120 and minor ones are £80. If they are paid within 14 days for parking warden-issued notice and 21 days for CCTV-issued notices, they are reduced to £65 and £40, respectively. 

Bus lane and moving traffic offences are £130, reduced to £65 if paid within 14 days.

Paying for your Newham London PCN?

If you accept the Newham parking PCN, paying it is relatively straightforward. 

You can make your Newham PCN payment online, by phone or by cheque. The easiest way is paying online on the council website, where you can also check Newham PCN to make sure you agree with it. 

To pay online, you will need the PCN number, your vehicle registration number and a valid credit or debit card. If you have lost the PCN number Newham, you will need to get in touch with them using the Newham Council PCN contact number. 

If you want to pay by post, you need to send a cheque, postal order or banker’s draft made payable to ‘London Borough of Newham’. Don’t forget to write the PCN number and your vehicle registration on the back of the payment so it can be processed. You cannot send cash. You can also make payment for your PCN by cash or card by taking the notice to a Post Office counter or PayPoint outlet.

Who is responsible for the payment of the penalty charge notice?

In accordance with the current laws, the fine for the penalty charge must be paid, not necessarily by the driver, but by the owner of the registered vehicle. It is possible that the driver is not the owner of the car that is registered with the DVLA; if this is the case, the driver cannot be required to pay. However, they may choose to make a payment offer.

If the concerned vehicle was recently sold or bought, and the person who received the PCN did not really possess the car at the time of the offence, then the registered vehicle owner may be exempt from having to pay the fine. This is the only circumstance under which this is possible. This would need to be demonstrated to the council in order to proceed.

What if you want to launch a Newham London PCN appeal?

Of course, you may not agree that you have committed an offence and do not want to make a Newham council PCN payment. In that case, you are entitled to launch a Newham Council PCN appeal. 

A Newham PCN challenge must be done within the initial 28 days. The process of a Newham London PCN appeal can be quite complex. To begin with, you will want to carry out a Newham PCN view to find out what evidence is held against you. This can be done online.

The Newham Council PCN appeal process explained

A PCN challenge in Newham is done through a formal appeal called a Newham PCN representation. This involves writing a letter explaining all of the reasons why you believe you do not owe any money. It should be accompanied by evidence – preferably photographic or video. For instance, suppose your blue badge had been detached from its holder, or you believe the parking signs showing the terms and conditions are unclear or obstructed.

Do not send the original copies of any evidence; it is highly unlikely that they will be returned. Instead, submit only copies of any evidence.

However, if you were handed your PCN in person or it was left on your vehicle, you are not entitled to make a formal appeal first but must get in touch with the council to appeal your Newham PCN. This, if appropriate, can be escalated to a formal appeal afterwards.

What are some of the reasons a PCN can be cancelled? 

Even though there are a lot of other reasons why your appeal can be granted, the following are the most common ones that result in a Newham PCN being overturned:

  • The PCN was not issued properly.
  • Ambiguous or unclear signage
  • You have an exemption badge or valid parking permit.

What happens if my PCN Newham London appeal is rejected?

If you challenge Newham PCN and it is rejected, there is the opportunity to escalate the PCN Newham appeal to an independent tribunal. It will go to the London Tribunals, who will assess the evidence and have the final say on whether your PCN is cancelled or not.

What happens if I don’t pay my Newham PCN?

While getting a penalty charge notice can be frustrating, failing to pay or take action can be even more so. If you don’t pay a Newham PCN or challenge PCN Newham, you will see your fine increased, and potentially a court order issued against you. After 28 days, the council will send something called a charge certificate, and this will increase your fine by 50%. When you receive this, you have 14 days to pay the new, bigger fine.

If you choose to not pay a PCN Newham, the council will take you to court to get you to pay. If you ignore this, you will almost certainly face debt enforcement action, and this may include bailiffs paying a visit to your house. If this happens, you can expect them to add even more to the original fine from your PCN Newham in enforcement fees, and they may be able to take some of your personal belongings to cover the debt. As you can imagine, this can be incredibly stressful and is something that you want to avoid.
