How much is a Parking Charge Notice?
A Parking Charge Notice could set you back as much as £100. But as an incentive to pay quickly, operators like Parking Eye are obliged to discount the amount by 40%.
In short, you’d get to pay £60 instead of £100 if you pay within 14 days of receiving the parking ticket.
But again, only pay the ticket when you’re happy the details are correct and that Parking Eye issued it correctly!

Should you pay Parking Eye?
No. You shouldn’t pay a parking ticket on private land before you check that it is fairly issued. For example, if the operator issues the ticket before a grace period of ten minutes is up, you could have grounds to have it cancelled!
You should only pay a parking ticket on private land once you’re satisfied Parking Eye followed the rules. The one thing you shouldn’t do is ignore a Parking Charge Notice even when you know it’s wrong!
Plus if ANPR was involved, you need to check the technology didn’t get it wrong!
How do you appeal a Parking Eye ticket?
You must use the Parking Eye appeals process when challenging a Parking Charge Notice the operator issued.
Plus, you must file your appeal with the operator within 28 days of receiving it.
Once the 28 deadline passes, you lose the right to appeal a parking ticket on private land. However, if there’s a genuine reason for having missed the deadline, and you can prove it, you may still be able to challenge the ticket.
It’s worth noting that you also lose the right to appeal a Parking Charge Notice once you pay it. Why? Because as soon as you pay the ticket, you admit liability!
You have to appeal the ticket in writing to the operator’s postal address. Or you can file an appeal online using Parking Eye’s portal.
You’ll need to provide the following information with your appeal against the ticket:
- Your vehicle registration number (VRN)
- The Parking Charge Notice number
- The reason you’re challenging the ticket
If you’re appealing the ticket because the operator issued it before the grace period was up, make sure you provide proof of when you arrived in the car park and when you got back to your car!
For instance, you’ll have the time when the ticket was issued and the time you paid for. If there’s a discrepancy showing the operator gave you the ticket a few minutes after your time was up, they should cancel it!

What reasons could you use to appeal a Parking Charge Notice?
There are a number of valid reasons for appealing a Parking Charge Notice which I’ve listed below:
- The Parking Charge Notice arrived in the mail more than 14 days after you parked
- You parked your vehicle correctly therefore you didn’t break any rules
- Parking signs were unclear or road markings were faded
- There was no way for you to pay
- The operator charged you too much
- You weren’t the driver when the parking ticket was issued
- You weren’t able to get back to your car in time
- You were broken down and waiting for assistance
- You were only just 5 or 10 minutes out of time
If the parking ticket was issued when you were just 5 or 10 minutes out of time, the operator should cancel it.
After all, according to the Code of Practice, all accredited operators must allow you a grace period!

Will your appeal be successful?
The operator may accept your appeal if you’ve proved the ticket was given before the 10 minutes grace period had expired.
However, if they reject your appeal, you can escalate things to the Parking on Private Land Association (POPLA). They will review your appeal and the operator’s decision to reject it.
It’s worth noting that it costs you nothing to appeal to the operator or to escalate the matter to POPLA!

What happens when POPLA gets your appeal?
POPLA may find that the operator failed to give you the grace period which they’re obliged to do. Your appeal could be upheld because POPLA has the power to overrule the operator’s decision to reject it.
That said, POPLA could just as well side with the operator!
According to an Annual Report published by POPLA in 2021, it was found that a large majority of appeals were upheld.
In short, 22,437 appeals out of 61,214 of them were upheld. This represents 37% of Parking Charge Notices issued in that period were cancelled.
Also worth noting is that the annual report covered all private car park management companies and not just Parking Eye alone. Plus, the reasons for upholding the appeals varied.
