So, who exactly is the IPC?

The IPC is short for the International Parking Community, and the organisation’s role is similar to that of the British Parking Association (BPA). To clarify, both organisations oversee car park management companies in the UK.

There’s a process to follow when you get a parking fine on private land and want to dispute it. First, you appeal against a parking charge with the issuer. Next, if the issuer rejects your appeal and they’re an IPC member, you have the right to escalate your appeal.

Private car park management companies that are members of the IPC must follow a Code of Practice. This includes allowing you to escalate your appeal to the Independent Appeals Service (IAS).

The not-for-profit Chartered Trading Standards Institute regulates the IPC.

How do I appeal to IPC?

When a car park company rejects your appeal, and they’re part of the IPC, you can escalate your appeal to the IAS. You have 21 days to file the appeal, which starts from the date your original appeal was rejected. The service is free of charge.

How helpful is the IPCs appeals service?

Not very. The International Parking Community has received much criticism since its inception in 2015. Moreover, unlike the British Parking Association, the IPC appeals service is not that transparent.

In short, motorists find it hard to successfully appeal a parking charge notice when the IPC is involved.

Who decides the outcome of an appeal at IPC?

The International Parking Community oversees the Independent Appeals Service. However, the IPC does not decide the outcome of an appeal against a parking charge. 

The decision is left to qualified, independent, practising lawyers!

Why are there two parking trade associations in the UK?

Currently, there are two UK parking trade associations, but there are plans for a third!

That said, the UK government would prefer there was only one for motorists to turn to when appealing a fine. It would undoubtedly simplify life for motorists who often don’t know where they stand.

Can you complain about a car park management company to the IPC?

Yes. You can file a complaint to the IPC about a private car park management company. But there’s a proviso. You must first lodge your complaint with the private operator!

Then you have to show that the operator breached the Code of Practice before you can file your complaint with the IPC. So how do you do this? First, you’ve got to prove the operator failed to deal with your complaint appropriately as set out by IPC’s code.

There’s an option to file a complaint with the IPC online. The International Parking Community is obligated to launch an investigation into your complaint. 

That said, the IPC won’t deal with parking charge notice complaints. So your complaint has to be about the operator, not the parking fine itself!

Do I have to pay a parking fine from IPC?

No. Not without first checking the parking charge from the IPC is not a fake! Get in touch with the International Parking Community to verify things. Plus, the sooner you get in touch with the IPC, the better the outcome.

For example, if the International Parking Community confirms the parking charge is fake, you can report it to the authorities. So don’t just bin or ignore the fine, but make sure the authorities know about it!
